Services Offered for Appeals to the Common Pleas Court Board of Viewers
after the Assessment Board has denied a property owner appeal

If you filed your own appeal to the Board of Assessment and are dissatisfied with the Board of Assessment decision you may retain us either to appeal the Assessment Board decision, or to represent you in a Court appeal you already filed. For this situation, please complete our Power of Attorney form and our Representation and Fee Agreement for Court Appeals and fax or mail these forms to us with the Board of Assessment decision which is being appealed. If you already filed your own appeal, also please fax or mail a copy of the Court appeal you filed.

If we are being retained to file the Court appeal papers, you must also pay in advance the $89 Court Clerk filing fee and a $150 attorney fee for preparing, filing and serving the Court appeal papers. Payment should be mailed or delivered so that it is received before the filing deadline of 30 days from the Board of Assessment decision.

Our fee structure after the Court appeal is filed is 50% of the tax savings for the years decided by the Court appeal. Follow up information, described below, should be gathered by you to help us prepare for the hearing.

To go to County Assessment data screens for your property, click the link to the Allegheny County Assessment Website, enter your "Block/Lot number", click to the screens we are requesting, print and make corrections to any inaccuracies.

All Property Types, including vacant land - Please print and complete or open, type in information and print these forms. Photos of deterioration, functional problems and conditions external to your property which negatively impact value should be taken and submitted. Estimates to repair deterioration or a letter from you giving your estimate of repairs based on your conversations with contractors and suppliers is necessary to obtain discounts from a normsl value for deterioration. Allegheny County Assessment Website please print the screen for "OWNER GENERAL INFORMATION", correct errors, especially as to "lot area" to print and mail
Owner Occupied Residential - if the square feet of "Finished Living Area" is different than reported on the County "RESIDENTIAL BUILDING CHARACTERISTICS" screen, a diagram and calculation should be prepared by you and submitted with other materials. Allegheny County Assessment Website please print the screen for "RESIDENTIAL BUILDING CHARACTERISCS". The most important data to correct is "Finished Living Area" - measurements are based upon outside dimensions. "Finished Living Area" includes garage space and unfinished basement areas, but not areas above floors which have cathedral ceilings or attic type areas which are unheated or have no flooring or walls.
Residential Income Property For a base year 2002 appeal, provide either Schedule E for 2001 and 2002 or operating statements for 2001 and 2002.

For a current year appeal, provide either Schedule E for this year and last year or operating statements for this year and last year.

Non-Residential Income Property For a base year 2002 appeal, provide either Schedule E for 2001 and 2002 or operating statements for 2001 and 2002.
